How to include the perspectives of persons with disabilities in the project cycle management guidelines of the EC

Tool: Guidance for the task manager to include a disability perspective at the Identification phase

(As described, p. 4.3. of the PCM guidelines, section 4.3. Identification)

    • Identify project ideas that are consistent with partner and EC development priorities;
    • Are the project ideas relevant to disability
    • Which possible degree of inclusion?
    • Assess the relevance and likely feasibility of these project ideas;
    • Are the project ideas relevant to disability
    • Are the project ideas accessible for all?
    • Prepare a Financing Proposal or an Identification Fiche; and
       
    • Prepare a financing decision for a Programme of projects, or determine the scope of further work required during the formulation stage for individual projects.

    (Primary responsibility for managing these tasks should rest with Delegations, appropriately supported by staff from HQ.)
    1. Organise and participate in consultations with key stakeholders throughout the phase and ensure their active involvement in decision making.
    • Are disability stakeholders identified?
    • Are they invited to participate?
  3. Analyse project concepts/proposals that have been prepared and submitted by those eligible to do so, and collect additional available information as required.
    • Are the project ideas relevant to disability
    • Are the project ideas accessible for all?
    • Are the project ideas excluding persons with disability?
  4. Make a decision on whether or not project concepts/proposals merit and require further development prior to finalising the Identification Fiche (e.g. conduct of a prefeasibility study).

  6. As required, prepare Term of Reference for the conduct of a pre-feasibility study(s), manage the implementation of the study, assess the content and quality of study reports, and decide on next steps.

  7. If the concept is expected to proceed to the formulation stage, prepare an Identification Fiche, including the TOR for the formulation stage.

  • Undertake preparatory work to identify project ideas (led by Delegations with support missions from HQ as appropriate).

    • Rapid disability analysis
    < li>Prepare draft project list including individual project fiches based on partner proposals.    
  • Reach internal agreement (between EuropeAID and DG Relex) on a draft project list and project fiches.

  • Confirm project list with partner(s).

    1. Draft the Financing Proposal (e.g. ‘Action Programme’ or ‘National Financing Plan’ including Project Fiches) and submit for approval through the QSG process.
       
  • Send the Financing Proposal to Member States, discuss at Management Committee and seek Commission decision on financing.
