Tool: Guidance to the task manager to include a disability perspective at the formulation phase

    Confirm the relevance and feasibility of the project idea as proposed in the Identification Fiche or Project Fiche    
    Prepare a detailed project design, including the management and coordination arrangements, financing plan, cost-benefit analysis, risk management, monitoring, evaluation and audit arrangements; and   Leaflet 2, Identification and formulation – Practical tools section.

    1. Organise and participate in consultations with key stakeholders throughout the phase and promote their active involvement in decision making.
    • Are disability stakeholders identified?
    • Are they invited to participate?
    < li>Based/building on the approved Identification Fiche and the contents of any other pre-feasibility study documents, finalise Terms of Reference and any required tendering documents for the feasibility/design study.
    • Are the terms of reference including a disability dimension
    < li>Manage the tender process (as required), including the selection of a preferred contractor and the conduct of pre-mission briefings.    
    < li>Monitor the progress of the study/mission, assess the content and quality of study reports, and decide on next steps.    
    < li>If the project is to proceed to Financing, prepare a Draft Financing Proposal and submit to QSG for assessment.    
    < li>Manage the Proposal through the financing committee process.    
    < li>Prepare and conclude Financing Agreement.

        < li>Review each Project Fiche to identify issues requiring further analysis and formulation/design work, and determine responsibilities for undertaking the work.
         
      < li>Prepare TOR (as appropriate) to contract further formulation/design work.
      • Are the terms of reference including a disability dimension
      < li>Contract the design work and manage the contractors.    
      < li>Submit implementation documents (TOR/Technical and Administrative Provisions) for review by the QSG (on a sample basis).    
      < li>Undertake other required actions prior to implementation, including ongoing dialogue with project stakeholders to ensure/support local commitment.
